Main Function
This position is responsible to the Manager, Infrastructure Assets, for the coordination and direction of activities related to infrastructure assets, various asset management, capital prioritization and asset condition assessment functions. This role operates in a confidential and strategic capacity, supporting organizational decision-making, exercising independent judgement in areas that may impact organizational policy development, and representing the interests of management.
Objectives
- Develop, implement, and maintain a comprehensive infrastructure asset condition data management platform, ensuring accurate, timely, and reliable data to support evidence-based decision-making and capital planning.
- Support and enhance the City’s asset management program by analyzing asset condition data and contributing to the prioritization of capital projects across infrastructure portfolios (roads, bridges, water/wastewater, stormwater).
- Act in a management support capacity by providing guidance, expertise, and input that informs decision-making processes, operations, and organizational strategy.
- Coordinate with maintenance planners on completed and pending work orders and update condition assessment databases to reflect updated asset condition.
- Collaborate closely with leadership to analyze issues, recommend solutions, and support the implementation of initiatives.
- Develop and implement a functional platform for managing and maintaining infrastructure asset condition data.
- Assist in prioritizing capital projects and programs for roads, bridges, culverts, water and wastewater, and stormwater infrastructure across the City of Greater Sudbury (City) area.
- Serve as a key resource and promote alignment with organizational goals, policies and values, and help drive consistent practices across the team or function.
- Develop and implement condition assessment programs and information workflows of infrastructure assets.
- Provide input and assist with the development and maintenance of an Asset Management Plan.
- Assist the manager with the development, coordination, implementation, and administration of an effective business plan for the functional area.
- Support the establishment of scopes of work for projects and programs defined by the Transportation Master Plan and Roads Asset Management Plan and asset condition assessments.
- Support the development of the asset management program and bridge/culvert management program including the pavement evaluation contract and associated pavement management system. Oversee the assessment of the City’s bridge and structural culvert inventory through management of the City’s bridge and structural culvert inspection program.
- Direct and supervise students and contract staff as required. Participate on hiring panels as required.
- Develop and maintain a thorough working knowledge of the City’s Health and Safety policies and the applicable provincial legislation listed therein.
- Perform other related duties as required.
Education and Training:
- College diploma in a related discipline from a recognized community college with Canadian accreditation.
- Additional education initiatives to update and expand competencies.
- Certified Asset Management Professional certification considered an asset.
- Certification through OACETT as a Certified Engineering Technologist considered an asset.
- Minimum of five (5) years of directly related and responsible experience.
- Municipal and public sector experience a definite asset.
- Asset management and condition assessment is considered an asset.
- Geographic Information system (GIS) is an asset
- Database and workflows development, implementation and management.
- Interpretation and analysis of data in support of decision making.
- Project delivery and standardized project management methods.
- Related general civil and mechanical design principles and practices on multi-discipline projects.
- Applicable legislation and regulations, as well as City policies and procedures.
- Best practices within areas of responsibility.
- Computer software and administrative systems in a Windows environment including engineering, project management, scheduling, and word processing software.
- Quality control, quality assurance, project commissioning and closeout related projects.
- Understand and meet the needs of stakeholders.
- Establish effective working relationships with stakeholders including staff, City Council, contractors, consultants, external agencies, and members of the public.
- Write reports, correspondence, briefing notes and develop presentation materials.
- Coordinate and manage the financial, human, and physical resources in an efficient and sustainable manner.
- Prepare contract documents and have an understanding of contract law.
- Manage conflict, mediate disputes, negotiate change orders and assist in reaching consensus.
- Adjust to shifting priorities and deadlines. Balance conflicting demands from stakeholders.
- Identify and mitigate risks.
- Lead and participate with change management.
- Advocate, promote, and implement best practices.
- Ability to perform the essential duties of the position.
- Strong interpersonal skills.
- Personal commitment to address demands from internal and external stakeholders.
- Excellent use of English; verbally and in writing.
- Must be physically capable of operating a vehicle safely, possess a valid Class G driver’s license, and have an acceptable driving record.
