Provides leadership, direction, and oversight for the consistent application of municipal by-laws and divisional practices in support of the Enforcement Division’s mandate. Responsible for managing daily operations and ensuring effective enforcement of municipal by-laws and applicable provincial legislation, including areas such as parking, noise, encroachment, dumping, licensing, and other regulatory matters.

This role also oversees the administration of the Parking Ticket Violation System, which processes a high volume of tickets annually, ensuring accuracy, efficiency, and compliance with legislative requirements. Works collaboratively with internal departments, external partners, and the community to support fair, consistent enforcement and service delivery aligned with organizational objectives.

Responsibilities
  • Manage and oversee the enforcement of municipal bylaws to ensure public safety, uphold community standards, and enhance quality of life
  • Lead and supervise a team of approximately 24 enforcement officers, including directing daily operations and providing guidance
  • Review and resolve complex enforcement cases, ensuring consistent and effective application of bylaws
  • Develop and implement strategies to improve enforcement effectiveness and service delivery
  • Oversee adjudication processes, including fair hearings for individuals contesting fines, ensuring due process, transparency, and equitable outcomes
  • Review and approve noise exemption requests, balancing community needs with legislative requirements
  • Maintain and manage agreements with the Ministry of Transportation, ensuring compliance and alignment with provincial standards
  • Oversee parking system users and processes to ensure consistency, accountability, and regulatory compliance
  • Engage with residents, stakeholders, and City officials to address concerns, provide education, and support community-focused enforcement
  • Support continuous improvement of bylaws and enforcement practices to reflect evolving community needs
  • Oversees budgets and procurement by monitoring operating costs and fine revenues, purchasing vehicles, equipment, uniforms, and supplies, and administering service contracts.
  • Maintains equipment and technology by coordinating maintenance of vehicles and enforcement tools, ensuring compatibility with software and by-laws, troubleshooting hardware/software issues, and researching new technologies to improve enforcement.
  • Performs additional leadership duties
Education
  • 2 year degree or diploma in a specialized post-secondary program in a related field.
Experience
  • 4 or more years of related experience
Knowledge, Skills, and Abilities
  • Knowledge of justice systems, including provincial and federal laws, the Highway Traffic Act, the Provincial Offences Act, and municipal by‑laws, to interpret, apply, and ensure compliance.

  • Strong communication and interpersonal skills to manage difficult individuals, assess complaints, conduct lawful investigations and interviews, and participate effectively in trials.

  • Proficient with enforcement and administrative software including Microsoft Office, multiple enforcement databases (Parking Violation System, AMANDA, IT Tract, PES), PeopleSoft, OnPoint, and call‑centre systems.

  • Skilled in supervision and practical enforcement with experience applying legislation in real‑world situations, resolving complaints, managing violators, overseeing equipment and operations, and troubleshooting technical and operational issues.
