Job Profile

Under the direction of the Branch Senior Project Engineer, the Project Engineer carries out project management and administration for projects in flooding relief and land drainage. The Project Engineer is responsible for the execution, completion and implementation of capital projects including planning, design, consultant selection, contract administration, start-up and turnover. The Project Engineer is also responsible for assisting with annual flood planning activities and for reviewing permits and other applications for flood protection requirements and compliance with the Designated Floodway Fringe Area Regulations, by-laws, or other City standards.

As the Land Drainage & Flood Protection Project Engineer, you will:

• Provide overall management and coordination for a project by guiding its direction, managing resources and budgets, overseeing timelines, addressing risks, ensuring effective communication, securing necessary external goods and services, and obtaining required approvals or permits from relevant City and Provincial departments to deliver successful outcomes that meet organizational expectations.
• Approve permits and other applications for flood protection requirements ensuring compliance with the Designated Floodway Fringe Area Regulations, by-laws, or other City standards.
• Participate in flood protection response and planning for the City of Winnipeg by analyzing data and conducting field investigations to assess annual flood risks and coordinates emergency preparations across City departments. Additionally, supports the implementation of proactive protection measures and maintains critical resources like the City's Flood Manual.
• Provide engineering services for the upgrading of existing and/or the construction of new facilities and equipment and other services, as required.
  
  

Your Education And Qualifications Include

• Bachelor's Degree in Engineering.
• Minimum of 4 years of related experience.
• Experience preparing engineering reports and making recommendations.
• Experience with project management processes and procedures, coordinating / planning work for professional staff, project accounting and cost management, scheduling, resource management, risk management, dispute avoidance and dispute resolution.
• Knowledge of water, sewer, land drainage and flood protection servicing principles, including river hydraulic modelling using software such as HEC-RAS.
• Analytical and problem-solving skills with the ability to be flexible and active in developing innovative methodologies.
• Ability to work independently, managing competing priorities, under pressure and make timely decisions with limited information.
• Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, effectively influencing outcomes through negotiation and teamwork, in accordance with the Respectful Workplace Standard.
• Demonstrated computer skills using MS Office, excel databases and spreadsheets evaluating complex/large datasets.
• Ability to communicate effectively both verbally and in writing.
• Ability to analyze risks and accept risks where appropriate.
• Strong organization skills with proven ability to set priorities and meet deadlines under pressure.
• Knowledge of Provincial Regulations, City By-Laws, and City Standards.
