Resumes are being accepted for the position of Supervisor, Sports and Leisure Grounds within the Parks Department. Reporting to the Manager of Parks, the successful candidate will be responsible for all aspects of maintenance and operations related to sports fields and courts, designated turf areas, and trails. The functions performed in this position are in accordance with established standard operating procedures, departmental and corporate policies, sound construction and turf/sports field management principles and practices, and applicable codes, with a focus on quality customer service and continuous improvement processes. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.
Key Duties And Responsibilities
35 hours per week, Monday to Friday, between hours of 7:00am and 4:00pm. Evening or weekend work may be required. Participation in an on-call rotation is required as part of this role.

Key Duties And Responsibilities
- Supervise turf maintenance (and establishment, as required) in parks, boulevards and road sides, storm water facilities, and sports fields.
- Supervise maintenance of sports fields and courts, including sports infrastructure set-up and maintenance (painting, lighting, re-surfacing, nets, lines, benches, backstops, etc.) central irrigation control, integrated pest management practices, and turf cultural activities (fertilization, aeration, etc.)
- Supervise the maintenance and operation of the City’s trail system.
- Supervise preparation for and oversight of all tournaments/sports special events.
- Ensure work of staff and contractors is performed safely, effectively, and efficiently, and in accordance with City or departmental standards, industry best practice, specifications, policies, procedures, and legislated requirements; develop/revise/implement standard operating procedures and guidelines as required.
- Recruit, train, develop, motivate, manage and evaluate staff (Full Time, Contract and Seasonal); review employee performance on a regular basis and take supportive/ corrective/ disciplinary action, as required.
- Develop work plans and schedule work according to priorities.
- Track, analyze and report on operational performance, activities, and costs; recommend and implement program changes to achieve higher levels of safety, service, and efficiency.
- Respond to, investigate, and follow up with inquiries/requests for service/complaints from the general public, residents, emergency services, other departments, senior management and members of Council.
- Develop and implement short and long-term maintenance and renewal strategies for portfolio assets and inventories including the development of condition assessments for future repair and replacement to ensure safety and well-being of staff and public.
- Schedule and oversee procurement of required services, materials, and equipment (including specification development and service contract audits) in support of both operating and capital projects.
- Manage contracts and contracted services with suppliers and vendors, including price negotiations, in accordance with the City’s purchasing by-law.
- Execute both capital and operational budgeted retrofits on a timely basis, in accordance with master plans and budget, and also in response to proactive inspections (keeping current with relevant legislation and building codes).
- Assist with the development of operating and capital budgets; responsible for Sports Fields, Turf and Trail budgets.
- Pursue granting opportunities as appropriate (application, delivery, reporting).
- Ensure materials and equipment are available to execute work plans.
- Oversee the provision of documentation and evidence supporting the City’s risk management, insurance, and legal representatives in addressing damage or liability claims against the corporation
- Active participation in professional and community committees; network with permitted user groups and special event organizers on a wide range of Parks related matters.
- Keeps current with ongoing technical and procedural evolution in the fields of parks, sport field construction, integrated pest management, turf management, winter control activities and all related equipment
- Participate in the on-call rotation, including regular afterhours supervision of winter maintenance operations within Parks.
- Perform other related duties as assigned.
- Considerable knowledge and expertise related to the duties listed above, normally acquired through post-secondary education in Landscape Design/Construction, Horticulture, Parks Management, Turfgrass Management, or related field and progressive experience in trail, turf, and sports field management, preferably within a municipal environment. Candidates with an equivalent combination of education and experience may be considered.
- Demonstrated leadership skills acquired through experience supervising staff or leading work teams, preferably in a municipal unionized environment.
- Experience procuring and managing contracted services to ensure compliance with specifications, regulations, and policies.
- Knowledge of the Occupational Health and Safety Act, the Highway Traffic Act, and the Ontario Traffic Manual’s Book 7 for temporary conditions, Pesticides Act, and other applicable legislation.
- Excellent organizational skills with the ability to work independently and in a team environment.
- Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders, and the general public.
- Excellent customer service skills with the ability to resolve customer inquiries/complaints effectively.
- Ability to work well under pressure and function effectively in a high-volume workplace with competing priorities and time restraints.
- Fundamental skills in Microsoft Office- Word, Excel, Powerpoint and Outlook.
- Must obtain and maintain Standard First Aid, CPR and AED certification.
- Valid Class “G” Driver’s License with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
- This position will require attendance at meetings, events and other functions beyond normal business hours – requires a flexible schedule, must be prepared to work rotating shifts including evenings and weekends.
- Ministry of Environment Pesticide License(s) is considered an asset.
- Integrated Pest Management Accreditation is considered an asset.
- CSA Z462 electrical safety training; Joint Health & Safety Certification and experience with mobile data devices, PerfectMind, EProval, GIS, JD Edwards or WAM (synergen) are considered assets.
