Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Executive Director leads a multi-disciplinary team of professionals responsible for handling complex and diverse issues in multiple locations throughout the Fraser Health region. A key aspect of the role is establishing and maintaining the team, which includes in-house personnel, consultants, and contracted construction, maintenance and security resources. The Executive Director establishes the optimal environment, overall direction, and specific resources required to allow the team members to meet their individual and/or shared objectives as they work in close collaboration with other key Fraser Health Authority (FHA) staff.

The Executive Director is accountable for the completion of projects and operations within specified fiscal parameters and timelines, in a manner that is consistent with and supports the strategic direction and objectives of Fraser Health. In this capacity the Executive Director frequently needs to prioritize scarce resources, balance competing priorities, and make decisions that have significant potential for adverse outcomes in an environment of high uncertainty.

Reporting to the Vice President, Strategic Capital Investments & Facilities, the Executive Director, Project Delivery is responsible/accountable for developing strategic business planning and project strategies as they relate to redevelopment opportunities and active projects for FHA. Duties include acting as key contact for developers and other stakeholders; developing, implementing and managing budgets; and providing, coaching, and leading appropriate human resourcing levels in support of project opportunities.

The Executive Director, communicates with staff at all levels of the organization to understand facilities planning and management requirements and the desired outcomes of FHA. Communications involve explaining, promotion, negotiating, coordinating, evaluating and modifying services to meet the needs of the organization. Communications can be highly sensitive in nature and require an ability to interpret the intentions of others and/or obtain information without disclosing the reason why it is required.

Externally, the Executive Director represents FHA in discussions, negotiations and facilitating consensus with a wide variety of public and private sector organizations. Typical contacts include senior officials within the Ministry of Health, municipal councils, community organizations, and other health authorities. Within the private sector, the Executive Director maintains a network of contacts among contractors, design consultants, professional associations, so as to ensure that FHA has access to the services it requires in a timely manner whenever necessary.

Responsibilities

  • Develops the business plans and leads/conducts feasibility studies as they relate to redevelopment opportunities initiatives.
  • Acts as the contact with developers, FHA staff and other stakeholders in order to develop financing options and project plans; negotiates resolution of disputes with the developers, as needed; ensures appropriate reporting and governance mechanisms are in place.
  • Conducts risk analyses, recommends approval where program parameters are met throughout various project milestones.
  • Leads project teams and provides strategic guidance and advice to the team to ensure project objectives are achieved.
  • Ensures effective interface with FHA leadership and other stakeholders to deliver timely and well-informed input into all stages of redevelopment projects; ensures all legal, financial and operational activities are consistent and compatible with the organization’s requirements.
  • Supports the Vice President, Strategic Capital Investments & Facilities in the planning and structuring of new business up to the program delivery stage.
  • Participates as a member of the project senior leadership team and provides strategic advice on a range of issues including business and operating strategies, business planning, and project and risk management.
  • Develops and implements operating and capital budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within the objectives, plans and budgets established by the organization; manages project risks and issues in order to support project progress; reports on the status and execution of key activities, budget status and advises on key risks and issues; approves major expenditures and reports variances as required.
  • Manages project scope, opportunities, risks and issues relating to project delivery management; tracks and regularly monitors project status; provides reports on the status on the project and recommendations on project scope and related changes; escalates issues as appropriate for resolution to facilitate consensus with stakeholders to achieve a successful outcome.
  • Manages project risks by identifying issues and providing recommendations around issue resolution; implements mitigation strategies and/or corrective action, as required to achieve key project objectives and in compliance with privacy legislation and information sharing requirements.
  • Ensures the recruitment and professional development of employees following best practices; responsible for overseeing and as required, participating in the management of human resource matters including employee discipline up to and including terminations.
  • Oversees all aspects of human resource management within the portfolio. Maintains an organizational structure that provides the highest quality of service to customers and also allows employees to realize their maximum potential and growth. Recruits, mentors and evaluates the performance of staff at a senior level and supports senior staff managing labour relations issues such as discipline up to and including termination.
  • Evaluates the performance of the portfolio and responds to changing customer needs by methods such as conducting continuous assessments of the team’s activities, facilitating feedback within and across programs and responding to changing demands. Develops and implements quality and process improvement programs and initiatives consistent with FHA’s mission and strategic plan and which comply with standards set by the Canadian Council on Hospital Accreditation, the Ministry of Health, Ministry of Infrastructure and other governing bodies.
  • Identifies and evaluates new initiatives and partnership opportunities. Oversees the development of funding applications, business cases, project plans, contractual documentation, and other related materials. Presents information to and responds to queries from funding bodies as required, so as to maximize FHA’s opportunities for external funding. Makes recommendations to the Executive’s and Board of Directors for evaluation and approval. Facilitates the implementation of approved initiatives and monitors and takes remedial action as required.
  • Liaises with internal stakeholders and external organizations including government ministries, health authorities/providers, educational institutions and professional associations in order to remain current in the area of facilities planning and management. A particular emphasis is maintained on the relationship between physical facilities and the ability of health care providers to deliver care in an optimal manner.
  • Oversees space management and assignment as well as equipment planning.

Qualifications

Master's Degree and professional designation in a relevant discipline or relevant subject matter field expertise with fifteen (15) years' recent, related experience in progressively more complex and senior management, leadership and negotiation roles in large projects in a complex health care environment, or an equivalent combination of education, training and experience. Experience managing capital projects within a government sector, either on the owners’ or developer side would be considered an asset.
