Job Summary:

Manages the development and implementation of effective, impactful, and sustainable HR systems and ongoing practices across the agency. Brings relational leadership skills to foster a positive workplace culture.

Responsibilities

Ensures that human resources policies, programs and related procedures and practices that are consistent with all legislative and/or collective agreement requirements and provisions, including:


·        Manages and enhances the Human Resources Information System (HRIS) functions establishing priorities and leading ongoing evaluation of HR practices across the agency.

·        Conducts the agency’s new employee orientation, ensuring consistency is maintained agency wide.

·        Supports the recruitment and onboarding functions ensuring timely completion of letters of employment and supporting documentation for international candidates, in collaboration with Team Leaders

·        Manages the performance development process, preparing educational plans, work improvement plans, and letters of expectations in collaboration with operational leaders.

·        Supports quality assurance through leading investigations ensuring compliance with regulatory requirements; prepares offboarding documentation in collaboration with operational leaders as required.

·        Assists senior management in research and data gathering in response to grievance processes and/or arbitration cases.

·        Research and support leadership in maintaining current job descriptions, job evaluations, classification, and related compensation systems.

·        Keeps current on new developments in Human Resources field and emerging legislative changes

·        Performs other related duties as required


Required Qualifications

College level diploma in Human Resources, Industrial Relations or Equivalent. Equivalent combination of skill, knowledge, and experience. A CPHR designation is preferred.


Five years of progressively more responsible experience as a personnel officer or human resources generalist


Knowledge, Skills and Abilities

Demonstrated and in-depth knowledge of human resources programs and services, applicable legislation and policies, and Human Resources Information Systems (HRIS)

Excellent oral, written, and interpersonal communication skills.

Demonstrated teamwork, leadership, and supervisory skills.

Well-developed conflict resolution skills.
