About You / What We Are Looking For
We are seeking four enthusiastic and detail-oriented Bylaw Inspector 2 candidates to join our Bylaw Enforcement team. There are also auxiliary/on call opportunities available
To excel in this role, you must possess a keen sense of customer service, strong communication skills, and the ability to exercise sound judgment and appropriate enforcement to support compliance with various bylaws
Utilizing your independent judgment, proactive approach, and tact, you will be responsible for conducting patrols and responding to complaints regarding a range of bylaw violations, including but not limited to animal control, unsightly premises, zoning, business licensing, encampments, parking, and noise disturbances. Your responsibilities will include collecting evidence, maintaining thorough file notes, presenting evidence at adjudication hearings related to issued tickets, and preparing reports concerning municipal bylaws
Minimum Qualifications
The ideal candidate should have considerable experience in inspection or investigative work, Canadian legal system, court procedures, rules of evidence and applicable provincial and federal legislation, including the Local Government Act, Community Charter and court processes, along with a background in customer service and conflict resolution. Completion of the Bylaw course from the Justice Institute of BC (JIBC), or an equivalent qualification. Preference may be given to candidates with prior experience in animal control
This role requires a professional with considerable expertise in municipal bylaw enforcement, including property use, community standards, traffic regulations, animal control, and business licensing. A strong understanding of the Canadian legal system, court procedures, rules of evidence, and key legislation, such as the Local Government Act and Community Charter, is essential. The position demands the ability to conduct complex investigations, manage multi-faceted enforcement files, interpret regulations for the public, and prepare clear documentation for court or adjudication proceedings. Familiarity with the city’s geography, mobile enforcement technology, and humane animal‑handling practices further supports effective field operations
Success in this role also relies on strong interpersonal and conflict‑resolution abilities. The ideal candidate demonstrates tact, impartiality, sound judgement, and the capacity to build effective relationships with diverse community members and partner agencies. An understanding of local social issues, including diversity, homelessness, and mental health, supports compassionate, community-focused enforcement
The position involves working outdoors in a variety of weather conditions and requires a valid Class 5 BC Driver's Licence, as well as JIBC Bylaw Enforcement Level 1 and Level 2 certifications
This position is based on a 8.75 hour work day with daily hours that can be scheduled between the hours of 6:00 am to midnight, Monday to Sunday inclusive. Hours and shifts may be altered based on operational need
Preferred Qualifications
- Diploma in social sciences, business or related discipline from a post-secondary institution, 2 to 5 years’ work experience in enforcement, inspections and investigational work involving public; or equivalent combination of training and experience.
- Training and experience in safe animal capture, handling and care methods and tools
- Training in conflict resolution or mediation
- Exceptional customer service skills as well as strong verbal and written communication skills
- Ability to work cooperatively as part of a team
What We Offer:
This CUPE position has an hourly rate range of $38.87 - $45.75. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
