Position Summary

Reporting to the Director, Regulatory Compliance, the Data Governance Officer will be responsible to ensure the acquisition, use, and disposal of data within the organization complies with applicable legislation and regulations and facilitates the secure and efficient use, storage and retrieval of data. The primary focus of the position will be to lead the development and implementation of data governance strategies, and policies, as well as ensuring policy and legislative compliance.

The position will also be responsible for responding to Access to Information and Privacy requests by gathering, analyzing and organizing information, and preparing formal responses in compliance with the Access to Information Act, and for supporting compliance with the Privacy Act by assessing the need for and completing required privacy impact assessments. The position will also be responsible for compiling information and preparing regulatory reports to government.

Position Accountabilities

  • Reviews and assesses current data governance and management practices across the organization for compliance with legislation and regulations;
  • Identifies vulnerabilities in the organization’s data governance and management practices and implements mitigative measures.
  • Identifies opportunities to enhance data governance and management with a focus on data acquisition, usability, availability, quality and retrieval efficiency.
  • Identifies opportunities to leverage and implement responsible artificial intelligence applications within organizational data management practices and assesses implications on compliance with applicable privacy legislation and regulations.
  • Reviews and analyzes data use and users to determine data security controls and access rights, and ensures compliance with applicable privacy legislation and regulations.
  • Develops and implements monitoring and reporting on data governance policies, such as data cataloging, data stewardship, data ethics, and data governance and management trends.
  • Reviews and assesses current methods of monitoring legislation and regulations and implements changes where required to maintain a level of awareness required for ensuring compliance with applicable privacy legislation and regulations.
  • Conducts ongoing monitoring of legislation and regulations to maintain awareness of regulatory and privacy requirements in addition to data governance trends. Recommends and implements best practices to correct deficiencies and maintain compliance.
  • Ensures data classification meets the requirements for compliance with legislation and regulations, and efficient storage and retrieval.
  • Interprets and applies the Access to Information and Privacy Acts while searching for records, redacting documents and preparing formal responses to information requests.
  • Leads training of Access to Information and Privacy obligations to all employees and develops educational materials on these matters.
  • Responsible to develop and implement a Privacy Compliance Strategy and leads work with internal stakeholders across the organization to identify, evaluate and manage privacy risks and complete Privacy Impact Assessments for new projects, processes, and tools where required.
  • Supports other PRPA departments for all matters related to data governance, use, and management.
  • Promotes awareness of and ensures compliance with data governance policies and regulatory requirements across the organization.
  • Designs and implements a workplan to convert historic information to digital format.

WORKING CONDITIONS

  • Works predominantly in an office environment, some field work.
  • Regular, full-time position (37.5 hours per week).
  • Regular working hours are Mondays to Fridays, 8:00 AM to 4:30 PM with 1 hour lunch break.
  • On call after office hours and on a weekly rotating or periodic basis.

JOB SPECIFICATIONS

Formal Education & Certifications

  • Completed post-secondary program of study in Library and Information Sciences, Archival studies, or a similar field.
  • Certification with the Privacy and Access Council of Canada or completion of a certificate program in information access and privacy protection is considered an asset.
  • Combinations of education and/or experience may be considered in lieu of the specified education and experience.

Related Experience

  • 3 to 5 years of direct experience in a similar role.
  • Direct experience managing and responding to Access to Information and Privacy requests, including preparation of annual reports to government.
  • Direct experience in assessing and managing privacy matters of corporate and personal information.
  • Direct experience in data classification and management.
  • Direct experience in data policy development and implementation.

Other Requirements

  • Knowledge of related legislation, regulations and compliance requirements, such as the Access to Information Act and Privacy Act.
  • Strong written and verbal communications skills.
  • Strong planning, analytical, problem-solving, and decision-making skills.
  • Ability to manage multiple tasks and competing priorities while working to deadlines.
  • Willingness to embrace change.
  • Excellent interpersonal and communication skills (both verbal and written)
  • Strong organizational skills.
  • Self-motivated; works well individually and in a team environment.
  • Able to manage sensitive data in a confidential and professional manner.
  • Ability to exercise tact and discretion while communicating about sensitive subject matter.
  • Willing to provide support and assist with interdepartmental tasks.
  • Proficient in MS Office, Excel, and PowerPoint. Experience and proficiency in the use of M-Files would be an asset.
  • Possesses valid Class 5 Driver’s Licence.
  • Able to obtain security clearance under Transport Canada’s Security Clearance Program.

The base salary range for this role is $105,820 - $132,274
