Position Summary
Under the direction of the Chief Information Officer, the Manager, Enterprise Applications and Solutions works directly with Senior cross-functional staff, and is responsible for the planning, acquisition, deployment and operational management of the enterprise applications and solutions portfolio.
As Manager, Enterprise Systems & Solutions Delivery, you’ll coordinate and supervise all activities related to the requirements, procurement, design, development and implementation of organizational information systems and software applications, the maintenance, support and upgrade of existing systems and applications, and the proper integration of enterprise systems. Leading by example, you’ll manage the design, development, support, training and deployment of mission-critical information and software systems, and champion best practices to ensure that all applications, databases and information management practices comply with standards, designs, policies, processes, methods and tools, and are consistently documented.

RESPONSIBILITIES (but Not Limited To)
Selects/Designs/Develops, Implements, Manages and/or Supports the following throughout the Board:
- Corporate applications including Personnel/Payroll, Finance, School-Based Finance, Transportation, Planning, Student Information System (elementary and secondary), Continuing Education, Data Warehouse, Professional Development, Document Management, and other enterprise-wide applications used throughout the Board.
- Internet and Intranet systems, including Education Portal, Human Resources Portal, Content Management Procedures, Standards and Guidelines, the
- Board’s World-wide website, ad hoc web-based applications
- In collaboration with other ICT managers, analyzes the risks and the impact of new initiatives and ensures that there is optimal integration with the current systems, security and infrastructure, and to maintain consistency with the Board’s strategic direction for Information Technology.
- Works with staff from other school boards and the Ministry of Education on Provincial Advisory Committees/working groups for the Student Information System, to help maintain consistent direction for school boards and the Ministry.
- Continuously updates technical and industry knowledge, in order to keep abreast of new practices and technologies that may impact the Board’s strategic direction.
- Manages major projects related to this functional area, which include the development and maintenance of detailed project plans, deployment of resources, setting of priorities, and providing status reports to Senior Management.
- Develops and maintains systems for tracking and reporting budget/resources for major projects.
- Provides leadership, direction, and sets priorities for approximately 15 staff.
- Collaborates on the development and revision of job descriptions for staff in this area.
- Directly supervises 3 employees.
- Develops and implements support and resolution procedures to provide optimal service for the users of the systems.
- Provides direction to stakeholders on the development of clear, concise, and complete user requirements.
- Collaborates on the development of contractual agreements with vendors of third party software solutions.
- Collaborates on the development of RFP’s (Request for Proposals), RFI’s (Request for Information), Tenders, and Business Cases and makes recommendations for awarding business.
- Monitors third party systems and services, to ensure that vendors are in compliance with contracts, license agreements and service level agreements.
- University degree in Computer Science, or a related field.
- Minimum of ten (10) years experience working in software development, end user support,
- database management and web applications.
- Supervisory experience.
- Experience managing multiple enterprise Information Technology related projects that involve applications/systems having a large scale impact.
- Excellent initiative and research skills to identify trends in the use of current information technology and the impacts on an organization’s operating environment
- Experience in writing Business Cases, RFP’s (Request for Proposals), RFI’s (Request for
- Information), and high level reports for Senior Management.
- Experience dealing with third party vendors and compliance with contracts, License
- Agreements, and Service Level Agreements.
- Excellent reading, writing, and oral skills, to interpret and address complex and sensitive information such as contracts, financial information, and legal documents.
- Experience with Business Intelligence and reporting
- Strong knowledge of database and database administration (e.g. SQL and Oracle)
- Technical fluency in a variety of programming languages (e.g., NET, VB, Oracle Forms, etc.)
- Excellent strategic planning, issues management, and analytical problem-solving and negotiation skills.
- Demonstrated success with project management, project-based/matrix work structures, project life cycle models, and software development life cycle delivery methodologies .
- Ability to exercise considerable independent judgment, tact, and sensitivity in dealing with internal and external contacts.
- Excellent time management skills and the ability to prioritize and successfully complete projects with conflicting deadlines and urgency.
- Excellent budget management skills, with attention to detail .
- Ability to work in a team environment as well as independently.
- Experience working with a large employer with multiple working conditions and bargaining unit agreements.
- Experience in the area of education is an asset.
- A valid driver’s license and access to a vehicle.
